The population attending has obviously outgrown the location. Why wouldn't you want more space to dance without the risk of being crushed? It's too crowded for emergency services to get through quickly if someone collapses or is stabbed, (as happened in the last carnival). So unsafe for everybody. Even on Children' day. Maybe plan a carnival route through the area and also enough streets for people to be able to see. Then finish up in a nice big space where toilets can be put up and there's space to dance, food and drink stalls. I can only wonder at the motives of people not seeing that as an attractive option.
